January 1 2012 deadline for implementation of Emergency Towing Procedures on existing cargo ships constructed before 1 January 2010
It has come to our attention that there may be a few ship owners and operators who have not yet implemented the SOLAS II/1 regulation 3-4.2 which became active on 1st January this year for cargo ships constucted before 1 January 2010. The regulation states: -
“Ships shall be provided with a ship-specific emergency towing procedure. Such a procedure shall be carried aboard the ship for use in emergency situations and shall be based on existing arrangements and equipment available on board the ship. The procedure shall include: -
1 drawings of fore and aft deck showing possible emergency towing arrangements 2 inventory of equipment on board that can be used for emergency towing 3 means and methods of communication; and 4 sample procedures to facilitate the preparation for and conducting of emergency towing operations…. “
The IMO Guidelines for Owners/Operators on Preparing Emergency Towing Procedures (MSC.1/Circ. 1255) indicate that:-
Three hard-copies of these procedures are to be readily accessible on-board in the following locations: - • Bridge • Forecastle space • Ship’s office or cargo-control room Hard-copies of this booklet are also to be held by the on-shore ship manager. Electronic copies of this booklet are to be held both on-board and on-shore to enable efficient distribution to towing and other concerned parties. These emergency towing procedures utilise the existing on-board equipment. Limitations are highlighted where known for communication to appropriate parties. The booklet should also include arrangement plans of the Fore and Aft mooring decks, as well as decision support processes for the Master.
